How receptive do you suppose Loz would be to laying ground rules for keeping it? Childish as he can be, he's quite dedicated to a task once he cares enough.

I suppose if the choice is rules or good-bye Waffles, he'd be fairly receptive. And he does seem to be rather bonded to the beast already for whatever that's worth.
[With any luck, his brother's enthusiasm will last indefinitely or once the talk about ground rules start, he'll lose interest instantly and they can remove the silly creature to a home that would be more appropriate for it. Oh, to be so lucky.]
